Breakout: Normandy is a two-player game for experienced players. The scenario is the standard one-week game of Breakout: Normandy. The L2 version will be played.

There will be a Mulligan Round preceding the start of Round 1. If you win your Mulligan Round, you can skip Round 1 and automatically advance to the 2nd Round. If you lose, you can still play in Round 1 as if the Mulligan did not happen. Contrary to previous years, we will only play 2 rounds per day. Play will continue until a single undefeated player remains.

Choosing Sides: Each player will secretly pick a counter of his preferred side and then reveal that side simultaneously with his opponent. If the sides are different, the game begins without a bid. If they are the same, the players will bid for their preferred side using Supply Points (SP). Either player will roll 1 die: if even, the die roller bids first; if odd, the non-die roller bids first. The players will alternately trade bids of whole SP until a player passes. The passing person then gets the bid amount as their initial banked supply points and they play the side neither wanted. These SP can only be used to buy impulses, not to resupply units.

Players will be randomly matched in each Round. If there is an odd number of entrants, a player who does not wish to play in the tournament or has been eliminated in a previous round can be utilized by the GM to make an even number of players. Failing that, any previous winners of the tournament will get a bye, with the most recent first and then working back to previous years. Failing that, a player will be randomly chosen. No one will have more than one bye.

The GM will be an entrant, but the assistant GM’s will decide if there is any rule dispute or other issue in a game that the GM is playing.

For matches not finished within 15 minutes of the start of the next round, there will be an adjudication by the GM and his assistants. No one wants to have their game adjudicated (including the adjudicators) but it is our only option if the Tournament is to proceed in a timely fashion. Players should make every effort to avoid this, and the GM will monitor play and issue warnings to speed up play as needed. For this year, I have extended our playing time to 6 rather than the 5 of the previous years. One reason: because naval fire does not advance the impulse marker, in the L2 version, there are potentially 14 more impulses. Because of this extra hour, the adjudication time will be strictly enforced.
